During the crack epidemic of the early 1990s in New York City, when the number of homicides was five times higher than it is today, the authorities resorted to more harsh methods of law enforcement.
“The police would pull your car over at will, just because you were Black, and go through the car and your pockets,” said Derrick Hamilton, 57, who grew up in public housing in Brooklyn in the 1980s and was detained for the first time as a teenager. Hamilton was the first person in his family to be arrested for a criminal offence. They would pull your socks off and your trousers off as well.
In the subsequent decades, there was a widespread movement in society that resulted in a reduction in crime all across the country. As a result of this change, New York became one of the safest large cities in the United States and a major tourist attraction. Nonetheless, during its worst days, the police and prosecutors had taken shortcuts and deployed techniques that resulted in an unimaginable number of innocent individuals, the most of whom were poor men of colour, being incarcerated on false accusations of murder, rape, and robbery.
As a result of the convicts’ relentless legal fights, which were assisted by prosecutors with a left-leaning political ideology, advancements in DNA testing, pressure from newly created advocacy groups, and hefty government reparations, New York has become a national hotspot of exoneration. In recent years, one innocent middle-aged man after another has been released into a city that is considered to be safer after serving a sentence of many years in jail.
Yusef Salaam, 49, was arrested in the notorious Central Park jogger rape case that occurred in 1989. In this case, investigators forced false confessions out of five Harlem adolescents. There is no other embodiment of the transformation that is more apparent than Yusef Salaam. They served a number of years behind bars before being vindicated.
Mr. Salaam won a Democratic primary for a City Council seat a month ago, making it almost probable that he will be the first exoneree to hold electoral office in the city. His victory came after he was found not guilty of the charges against him.
“It was inconceivable in the 1990s that Yusef Salaam could be elected to the City Council,” said Joel Rudin, a lawyer who has handled dozens of wrongful conviction claims. “But all these years later, there’s been a change in the public consciousness and there’s now a willingness to put victims from that era in positions of authority,” said Rudin. “It was inconceivable in the 1990s that Yusef Salaam could be elected to the City Council.” We’ve gone a very long way since we started.
In the past, prosecutor’s offices spent a lot of time and resources defending wrongful convictions. These days, however, they use review teams in each of the five boroughs to look for new evidence. Progressive district attorneys who pushed on the subject have overturned hundreds of convictions for lesser offences tied to police officers who have been discredited.
Not only has the cause drawn affluent benefactors, but also famous legal firms that are now devoting their time to pro bono work. It is now used in documentaries, docudramas, and podcasts as material for discussion.
For those who have been proven innocent, compensation suits are being negotiated for ever-increasing sums, which frequently reach more than $10 million. During the course of the last decade, the municipality has disbursed around $500 million. And payments made on claims brought against New York State, which is another source of compensation, are consistently ranked among the highest in the country.
According to Jeffrey Gutman, a law professor at George Washington University, the amount of more than one billion dollars paid out to individuals who were wrongfully convicted in New York is by far the greatest of any state in the country. This figure takes into account the recovery that were made from civil rights actions. A cottage industry of private solicitors has developed to assist formerly incarcerated individuals in obtaining financial compensation, as well as to secure financial compensation for themselves.

His presidency was beset by claims of police brutality and human rights violations, as well as misdeeds such as the torturing of Abner Louima and the assassination of Amadou Diallo. Both of these incidents occurred under his administration.
According to the information included in the National Registry of Exonerations, the year 1997 saw the city reach an all-time high for the number of wrongful convictions with 22, of which 15 were for the crime of murder. Since 1989, the organisation has compiled a record of at least 230 exonerations for the city of New York.
According to Irving Cohen, 80, who has defended around 15 falsely convicted New Yorkers since the late 1980s, “Detectives were expected to clear cases, and once they had made up their mind, they’d stop investigating,” He recalls receiving letters from detainees on a weekly basis pleading for assistance. “There were a lot of homicides,” he claimed. “There were a lot of people killed.” “They did everything that needed to be done in order to get the person convicted, regardless of whether or not they believed the person was guilty.”
